The author has requested that the following or some similar resolution be considered by your County Bar Association : Resolved, That we are in favor of establishing in the Department of Justice, at Washington, a laboratory for the study of the crim- inal, pauper, and defective classes, it being understood that such investigation is a development of work already begun under the Federal Government. That such study shall include the collection of jurisprudential, sociological, and pathological data in institu- tions for the delinquent, dependent, and defective, and in hospitals, schools, and other institutions ; that especially the causes of social evils shall be sought out with a view to ameliorating or preventing them. It would be desirable also that your City Bar Association consider the resolutioN Your State Bar Association has been requested to consider the resolutioN Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That there shall be established in the Department of Justice a laboratory for the study of the abnormal classes That such work shall include, not only laboratory investigations, but also the collection of jurisprudential, sociological, and pathological data, especially as found in institutions for the criminal, pauper, and defective classes and as may be observed in hospitals, schools, and other insti- tutions; also investigation of anarchistic criminals, mob influence, and like phe- nomena.
